I would like to enable remote desktop to an OU using Group Policy. Can this be done - also could you select a group of users to use remote desktop via Group Policy. Any help would be appreciated.

I'm afraid not - that is group policy for an individual computer - it does not relate to OUs. When I look at individual computer GP, I see it as an option but not when I look at group policy for an OU.

Actually, it is the same for an OU. The entire function of Group Policy is that it applies to the local machine via domain/OU. If you connect to the domain/OU's policy, and go to the location of Computer config->Administrative Templates->Windows Components->Terminal Services(Just as the first link stated to look on a local machine, but now you are looking for it in an OU).
As far as it not being there for your OU, what is your domain running as the GC? If you are on a 2000 network/2000 AD, it may not be there. It's been so long (about a year) since I've been on a 2000 network, I can't remember. The reason for this is that Remote Desktop Connection (RDC) was not loaded by default like XP is. If you want to have the settings pushed in another way, with the domain at the 2000 level, you can always script it.
