Enable FTP client to connect to W2K3 server

I have an FTP client (SmartFTP) and want to use it to transfer website files to a W2K3 web server. However, when I try to connect to the server, I get the following message:

"No connection could be made because the target machine actively refused it."

Can anyone tell me how to allow the connection on the server, or point me to a resource on the web which will show me how to do it?
 
Has the FTP component of IIS been installed? IIS doesn't install the FTP service by default it has to be enabled during installation. Hope this helps.
 
So I'll find that in Control Panel --> Add / Remove Programs --> Add / Remove Windows Components --> Application Server, right?
