Enable disabled mailbox!?!

Normally when a mailbox is disabled because it exceeds it's limit, you can increase the limit and that's it.
For a while now, this doesn't work anymore on our server (Exchange 5.5 SP4). Actually it takes a day to recognise the adjusted limit. But as far as I now it should recognise this immediately and change the status off of disabled.

I know another option is to clean up the mailbox and that's what I'm doing right now.
But increasing the limit should work, any idea why it doesn't?
 
You could try stopping then restarting the exchange services.

Not sure about this one but, is the user still logged in to the client (i.e. Outlook) when you make the change? Ifso I don't think Exchange can make the change.
 
Restarting the services would probably help. But then I prefer to clean up the mailbox (move to personal folder or something).
The user is not logged on at the time (this mostly happens when users are away on a holiday).
