Below is on a forum in the UK. Hopefully it makes sense to you. Good Luck.
Example:
Our ISDN2 MSN Numbers are:
01xxx xxx900, 911, 915 & 914 (Pilot number is xxx900)
(We receive 6 digits from the network)
Objective:
1) To send OG CLI of 01xxx xxx911 when dialing 9 from a specific keyset.
2) To Send OG CLI of 01xxx xxx914 when a call is made using Flex23 MSN Loop Key for xxx914
3) To send OG CLI of 01xxx xxx915 when a call is made using Flex24 MSN Loop key for xxx915
4) All other stations to send pilot number of 01xxx xxx900 when dialing 9 or using a normal loop key.
Configuration:
1) Program the numbers you require to send from MSN Loop Keys in the MSN Table (PGM202)
I.e. xxx914 & xxx915 (as we receive 6 digits from the network)
The MSN table will also handle IC DDI calls in the normal manner by pointing to a Flex DDi Table (PGM231) index.
2) Once you have these 2 numbers programmed in the MSN Table the system will allow you to set up MSN Loop Keys on the keyset for the same MSN numbers.
In Station Flex Key Programming (PGM115/129) set the required flex key as a loop key and enter the MSN number in the Value Field. Ie.
Flex Key 23 = Loop (MSN) xxx914
Flex Key 24 = Loop (MSN) xxx915
3) In the station ISDN Attributes (PGM114), set the CLI Station Number as xxx911.
(This is the CLI that is sent if you just dial 9 for a CO)
4) In PGM143~151 (ISDN CO Line Attributes) set:
COLP = index 1
CLIP = index 1
Type = National
I/C Prefix = ON
O/G Prefix = OFF
My Area prefix Code = 0
5) In PGM201 (CLIP/COLP Table) set:
Index 1 to 1xxx (National number without leading 0 and last 6 digits stripped).

How to send different outgoing CLIs using MSN Loop Keys.
(Continued)
Operation:
If you make a call by dialing 9 then 1xxx (from pgm201 index1) + xxx911 (from PGM114 CLI Sta. Nos.) is sent to line, the called party receives 01xxx xxx911.
If the call is made using Flex 23 (Loop MSNxxx914) then 1xxx (from pgm201 index1) + xxx914 (from Loop MSN Key) is sent to line, the called party receives 01xxx xxx914.
If the call is made using Flex 24 (Loop MSNxxx915) then 1xxx (from pgm201 index1) + xxx915 (from Loop MSN Key) is sent to line, the called party receives 01xxx xxx915
If the call is made from any other station without MSN Loop Keys or a valid entry in PGM114 CLI Station Number then the network will send the pilot number of 01xxx xxx900.
As the default entry in PGM114 (CLI Sta. Nos.) is sent to line i.e. 1xxx+108 for station 108.
As this is not a valid number for the ISDN2, the network will revert to the pilot number of 01xxx xxx900.
NB: To program up a MSN Flex key go to PGM 115.
Set the key to be a Loop and place the value as the CLI i.e. xxx915.
Ok, Press Trans *#..... TRANS/PGM..... the transfer key?.......sigh!
