Embedded voice mail is full

Stuck in a never ending cycle of file copying.
If you are doing voicemail to email you can set it to forward which will delete the messages from the system and send a copy to your email.
If not using vm to email I go with what IPGuru suggested; make them clean it themselves so hopefully they won't just let it pile up next time.
The truth is just an excuse for lack of imagination.
