Yes. And it something generally taught by a GOOD instructor in the 4S (formally 1225) IP Office courses.
Here is a hint, you wouldn't use fallback, but overflow. You can put multiple groups in overflow. PERHAPS one of those groups has a phantom user that is unconditionally forwarded to a shortcode that activates an embedded auto attendant. Who knows. Give it a shot. Might work
