Email Take Too Long To Deliver

Please help! One support vendor takes about 25 minutes to have their email reach my gateway.

Is that mean their server problem or the Internet provider problem. We're all located in Southern California.

On the other hand, my email reachs them in just few seconds.

Any idea?
