Solution
The problem regards in the Mail recipient shortcut that only works with plain text.
Go to the send to folder
'x:\Documents and Settings\user\SendTo'
Delete the mail recipient shortcut and then create a new one, and find the outlook.exe file. This example with outlook 2003
"x:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE"
now rename the shortcut to Mail recipient.
now voila
if you go to explorer and right click a file it will have the outlook signature
