email problem -outlook 98

Hi Board,

I am writing an application which launches email using outlook 98. I get the following error


The following recipient(s) could not be reached:

abc@xyz.com on 9/22/03 4:57 PM
The originator does not have permission to submit message
MSEXCH:MSExchangeIS:MO:CSSMCMNT08


Can someone tell me what it means and how I can overcome this.
