email delay

The users on our network are experincing a delay in outgoing mail if it contains an attachment. Size attachment is not an issue, it can be as small as a few bytes. My thinking is that this is being caused by the Exchange server, not the clients since it is happening to everyone. The clients use Outlook 2000. Any thoughts are appreciated.
 
Sorry, i should have explained the delay. When they click send, it goes to the outbox and then stays there for about 2 minutes.
 
any antivirus software running? Errors (eventviewer) on the server? Run an MTAcheck also...
 
I've experienced the same after activating message filtering in Norton Antivirus for Exchange. But in my case the delay could be 2-4 Hours before message was delivered. Norton claimed that this was because the amount of file extensions that i was filtering (approx. 45 file types)
