Email Clients stop Responding when Administrator logs off Exchange 2k 1

Outlook stops responding on Workstation PC's when the Administrator logs off of the Exchange 2000 Server.
This happens if you make changes or just click around on tabs in Exchange and then log off.
You can tell it is going to do it because it takes a couple of minutes to log off instead of the normal 15 seconds.
The Event Log doesn't indicate any Service errors when this happens. Suggestions?
 
make sure the exchange services are running with the local system account and not set to start with the admin account.
