There is a phrase in the article that says that "there are 12 things to put in place to stop spam". I wonder what they are ?
As for equating email and world commerce, I have my doubts. The vast majority of world commerce transactions do not take place over the internet, but with good old POTS and faxes.
What does take place over the net uses web sites and client authentication, not email. I log on to cdiscount.com to buy something. I do not need an email to get a logon ID, not do I need one to actually order anything.
Of course, having an email address is nice to confirm one's password when you forget it, but it is not mandatory to conduct commerce.
