Emachine T1220 - Not booting, bad bios? Plz Help

I have an emachine t1220 that freezes after powering up.
To clarify this a little better:
Power button is pressed, then Emachine logo comes up & this is where it stays. I can usually enter the bios from this screen, but not this time. I've removed the modem, nic card, cdrom, floppy, hard drive... & even swapped out the memory stick. I still get the same results. I have a feeling this is a bios issue. Any thoughts/experience would be greatly appreciated!

Reset CMOS either with a MB jumper, or by removing th CMOS battery for at least 30 minutes.

If no luck, then replace the CMOS battery.
 
Thanks for responding ski! Ok, I removed the battery for 30 minutes & have tried another battery. As far as MB jumpers, I'm a little new in this area. My motherboard jumper settings are as follows:

There is no pins or jumper for J5, and I've tried moving J6 to the "clear" setting with the same result as before.

Your jumper diagram was fine.

I forgot to mention to make sure all connections are secure, all fans are running, all heatsinks are securely mounted and free of any dust, and the video card is fully seated.

It's possible that the BIOS chip may be bad, which requires a replacement of the chip or the entire MB.

Also, check the MB's capacitors for any signs of bulging, leaking, or rupturing.

Other causes are a bad power supply, MB, or CPU.
