I assume you mean the logon box that appears on Windows Startup. If this is the case, make sure that the password field is blank (no password). Right-click on 'Network Neighbourhood' and choose 'Properties' (or go to 'Control Panel' and double-click on 'Network'). Under 'Primary Logon', choose 'Windows Logon', click 'Ok' and reboot. You should get straight in to the desktop
Do you actually logon to a network - or just standalone machine - because if you need network access you will need a network logon - so approach there would be to set up auto-logon (you can do this with tweakui) with network username/password. Then you don't get prompted, but you do log on.
* The suggestions apply to WinME as well. Although they are geared towards getting rid of the Windows prompt, it should help get rid of the network prompt as well.
