EForms Registry not in Exchange 2000 Enterprise

I'm trying to publish some outlook 2000 forms onto a new Exchange 2000 Enterprise edition server, but can't. If I look at the System Folders in the Management Console, the EForms Registry is missing. Without it I can't create a site-level Org. Forms Library.

And WHY is it that Outlook ALLOWS you to publish your forms anywhere - we want to use a NAS server, but want to use a seperate form for replies - also stored in the same folder on the NAS. So WHY oh why won't Outlook allow you to use a form stored anywhere BUT in a forms libary???? I want to use the form on the NAS - I can save it there, so why can't I use it from there?

Anyone else seen this???
