E0237unable to submit job to Queue 8c

I'm running Arcserve7 for Netware (5.1). Backups going well, Database looking good. I try restoring from server console & Arcserve Manager, both responses are: error ocurred while submitting job ARCserve Job Queue Error. (31)
Log shows E0237 unable to submit job to Queue 8c

Any ideas greatly appreciated.

Further testing, unable to load any job, backup, scan, merge...Going to reboot server this evening.
