E mails which were typed in English are received in Chinese text ?

I receive some e mails that are types using the normal English character set but when I open the e mail the characters are converted to Chinese/Japanese looking characters.

When I sent the e mail back to the sender he received the text as English characters again.

I am using MS Outlook + I have multilanguage support set to on in Windows Setup.
