E-Mails are being marked with a 'This message in being watched' 1

I have a user who got an email from another person in our company that shows up in red in the in basket, and is marked
with an icon that has a yellow background and glasses, it says 'This message is being watched'.

We are running outlook express
Everyone has Norton av.

they have the "Watch Conversation" option selected. to turn it on/off go to the menu bar click Message and click/unclick that option.
