I need to populate a parameter list dynamically in CR9 and can't seem to find how to do that? Help? Thanks.

You can't.
You can prepopulate at report creation time, or use external code to do parm collection.
There are also 3rd party solutions, check:

Using external code to do parameter collection... you mean like have a web page or a client server app... grab the parameters using that and then pass them to Crystal Reports?
