DW3 and file extensions/external editors question

Is there anyway to do the following in DW3?
1) Have DW recognize different file extensions?
2) Have DW open an external editor that is not an .exe?

DW allows me to open *.php files but my host requires PHP files to have a .php3 extensiion. DW cannot open *.php3 and I have not been able to find any option to tell DW to allow new file extensions.

DW allows you to launch an external editor, but only if it is an *.exe. I use an editor that uses a *.js to start up and hence I can't use it as an external editor with DW.

Any thoughts or does DW4 not have this problem (I like the product overall and would upgrade just for these functionalities).
