DVD -R compatible on a +R drive?

As the question states. If I burn data onto a DVD -R disc, can I bread it from a DVD +R drive? Also, can I use a DVD +R DVD writer to write to DVD -R?

You should check the manual/website for disc compatibilty.
 
Yes it can be read. A finished DVD-R or DVD+R is written in the same format. Without getting too technical, just know that "writing" DVD's is the only time you need to know whether your burner supports it or not. When it comes to reading, a set-top DVD player or DVD-ROM in your PC is not as concerned about whether it's a DVD-R or DVD+R.

You should check the specs of your burner to see whether it supports both formats for writing.
