Probably hardware.
1 The first thing that comes to mind when you say filcker is that the refresh rate is too low, and you need to speed it up. This is the rate that the frames are painted to the screen, so if it's too slow, you'll catch the filcker. 2 You may have a lemon, or your video driver is set wrong/not good enough, or your resolution is too fine and the video system can't keep up with everything.
