DVD-CDRW drives not properly recognizing media

I've seen this happen on a few computers. When you insert a CD with anything on it Win XP doesn't respond to it but the icon in explorer changes to simply "cd-rom" with 0 bytes. In order to get the CD to work, I have to eject it through Explorer and re-insert it. When it comes to burning software like ez-cd creator, it doesn't work because I have a single optical drive and the software doesn't recognize when I change media.

Any ideas on how to fix this without a reinstall?
