DVC Format ?!?

How is it going 4 all of y'all? Hope good..

My Question for help is about a DVC Tape of a Camcorder.
I know that if you record a video in the States on a US Camcorder and which will be playable on a US Video Player, that you can't view this Video Tape on a europe Video Player.

So my Question is this. If I record on a DVC Tape (over my cam CANON ZR 50MC) and send it to my friend to germany, is he able to play the tape on his device, which record DVC Tapes too????

I got no DVD burner yet so I have to find a way to send him a documentation. I thought about DVC tapes or put it on a CD as Video file...

Long answer: he needs to have a multi-format dv player
