duplication Problem ?????

Hello,

I'm having a very strange problem, in a Win98SE machine i cant write some characters combinations like â ã è , when i press ~ ^ ´ ` i get ~~ (duplicates the character) , i changed the keyboard, the Regional and Keyboard setting are ok, no Virus found .
