Duplicate IP addresses on entire network

We started having a problem yesterday on our student network. All servers on student network lose network connectivity and there IP settings change to 0.0.0.0 We are getting Event ID 4199
The system detected an address conflict for IP address x.x.x.x. with the system having network hardware address xx.xx.xx.xx.xx.xx

We have the Mac addresses causing the problem and are currently trying to track them down to the computer. We have disabled the trunk going to the entire building for now until we find the problem.

What could cause this? The only thing I can think of is that a student put up a DHCP server and is handing out addresses that conflict with our network addresses. Any other possiblities?

You see this a lot when someone adds a wireless router that has DHCP enabled (the default in most cases).
