Duplicate email messages

I have NT 4.0 Terminal Server running Citrix Metaframe. There are aprox. 50 users attached, (Thin Client & ICA connections). I Have a MS Exchange 5.5 w/sp2 as the email pop3 server. The Users receive their email through Outlook Express.

Many, (not all), of my users receive duplicate emails on a daily basis.

What I've Tried:

Configure Outlook Express not to "leave a copy on server"
Delete Headers, Reset Headers etc.

Rebuild users Citrix Profile, including Application Data Folder.
Limit user profile size thinking the profile is not writing back properly.

What am I missing?

This happened to me before with outlook express 4. To correct it i would acutally delete the message file
ie(inbox.dbx, sent.dbx). This would correct the problem, but all of the mail the was currently in the exchange mailbox for the person would then be received again.

I have also tried deleting the .dbx files as suggested, but it only seems to work for a short time or not at all. The fact that the problem is widespread leans me more towards configuration or profiling.
