duplicate email in Outlook 2000

I have outlook users that are recieving several duplicate emails. These are downloaded from a pop server. There are no rules set in the rules wizard and outlook is not set up to leave messages on the server. It seems to only be messages with HTML content. Any help would be greatly appreciated.
