Dual GAL Entries

It has been brought to my attention that there are two entries for one user in the GAL. One was deleted from the recipients container of it site, yet still shows.

If I look at exchange admin of site a, I only see reference to entry on site b.

If I look at site b, I see entry of both site a and site b, yet mailbox was deleted from site a. I am leaning toward a directory replication problem. Not quite sure where to start though.
