DTI012 Error on Option 11

We are trying to establish another trun in slot 3 of an option 11. We installed a TMDI card, programmed the loop (3) and DCH (12) and RDB. We can enable the TMDI, but when we try to enable the loop we are getting a DTI012. I have tried a known good card, reprogrammed everything, reseated the card numerous times. Is there a way to bybass the IOtest? Can anyone think of anything???

Have you tried a Forced Download on the TMDI in LD 96?

You usually get that when trying to enable the loop without enabling the card in ld 48.

Go to ld 48 and type
ENL TMDI 3 FDL

Then go to ld 60 and type
ENLL 3
