DSL poor mans T1/Fiber?

Super long story short, Cable ISP in the area is terrible. Four 9608 phones at 3 diff locations (12 total). Phones are frequently in a discover state in the morning. Sometimes down for whole days at a time. Call quality is average at best. Cable ISP has acknowledged a troublesome "node" in the area. No ETA on a fix.

Thinking about doing DSL at the 4 locations and routing all voice traffic over the DSL instead of the Cable. Firewalls at all locations can support a secondary WAN (internet) connection.

Fiber has been discussed and is on the table but it's probably not going to be available for 6 months to a year. DSL can be ordered and setup in less than a week.

Good temp solution? FYI max DSL upload in the area is about 800k or so. Call flow is light and G729 (8K) codec is used. Maybe 4 VPN calls at a time max.

 
We have had VPNs running over 4G (providing connections in emergencies) you get about 20-40 meg up/down and it works great most places we've tried, but this is in UK :-)
