Here's the fix:
NAM was not completing it's boot. We verified that the DS30's laser was working and the NAM's wasn't, it would for about a second and then go out.This is one laser you can see, just point the fiber at a white piece of paper, it's red. Reseated the fiber XCVR card in the NAM and still no luck. Figured the NAM was not getting out of BIOS boot so as a last ditch effort we pulled the battery off the motherboard hoping to clear any boot coruption.
Put battery back in and everything booted up OK!
