connect a serial cable between the unit and the pc, open a comms prog ( like putty ) 38400,8,N,1 and power up the unit.
If you get the bootloader then the unit has no firmware.
There are a few things to try :
connect to a IPO and type ATX in putty, the unit may try to load the firmware dependig of a number of things:
Pre IPO 500v2 : manager must be running and tftp must be enabled, the path to the binaries must be correct and in the ipo manager must be set as the tftp server
IPO 500v2 the SD card must be set as the file manager
If it doesnt work then make sure that in the config you have the same unit programmed as you connect.
make a offline config and select the expansion module you have on the port you connect it, save the new config and try all above again
If nothing works then it is a DOA and send it back to Avaya/your reseller
