DS1 TIE Avaya - NEC Robbed Bit

I am looking for some config help here. I have a an Avaya CM 5.2.1 connected to an NEC switch. The trunk is a T1 TIE, robbed bit. I can place calls across this trunk (avaya to NEC), but inbound calls from teh NEC fail. I can trace the TAC and see the channel go active, but then a long pause then the channel drops and I hear busy signal. I can provide more config details if anyone has any ideas.

This is the config of the Avaya trunk group.

can u post the DS1 config here? Who provides the master clocking?
 
I'm not sure where the clock is set at. Here is the DS1 config.
