You probably need to find a nice 3rd party html menu tool that works for asp.
Otherwise you will need to know an extensive amount of dhtml, understand browser limitations and issues and be in for a big amount of dev time!
In asp dot net I use the skmmenu, but it is specific to the dot net platform.
