drop down boxes over other frames

Hey Everybody!
I have a page with a top frame, and underneath it, a left and a right frame. I have a drop down menu that needs to display over top of the left and right frames upon MouseOver. Can this be done?

Not that I know if, the scenario is kind of like being victims of our own technology. I ran into this same type of problem too a while back and still have yet to find a solution for it.
