drill up not enabled

when i am using the Business objects, i defined the scope of analysis for a particular object in the hierarchy,
but i am not able to drill up the hierarchy. For example, when consider the hierarchy
Country -> Region -> State ->City.

when I drag and drop "Region" from the above hierarchy in the "Result objects" pane, I am not able to drill up to "Country", but i am able to drill down to any level and then to drill up to "Region".

when i put the "country" in the Results pane i can drill up to the country level and also which object i put in the pane, i can drill up to that level only.

Why is this so?

will any one help this problem..?

It just doesn't work that way. BO drills down based on the scope of analysis. If you want to drill up higher, you need to change the scope. That can be done by right clicking.
