HELP!! Using Dreamweaver MX 6.1.18x

so I have these framesets one on the left and one on the right, on an inherited site, trying to get the right frame to stop overrunning the left frame when the browser window is shrunk down. But when I edit the code (manually) and upload the page the content for the frames is not found. WHAT'S UP WITH THAT!!??

I'm not changing any of the content, just the percentage sizes of the frames..in fact if I so much as LOOK at the frameset code and upload it, the content for the frames is not found.

I've uploaded the page from a backup and so it's restored, but with the faulty frame overrunning (right frame overrunning the left when you shrink the browser size)

here's the link to the page
Code should be visible let me know if you can't see it...

The frameset is used for the entire site so I'd really like to fix this problem so I can get on with rebuilding this site in a more elegant fashion...

choke gasp wheeze! what to do??
