DR Planning - Switching ISP ?

I am currently planning some odds and sods in our disaster recovery plan.

Currently we have internet connectivity via a microwave link to the local college, which we use for recieving / sending mail as well.

In the event of the college burning down or something similar, I would need to switch from the microwave link to the broadband we use for VPN

What and where do I configure in ESM ?

Exchange won't have a problem, it's the routing that you have to set up. For outgoing connections, you'll need to route traffic through the new connection.

For incoming, it can take some time to let the world know how to reach you at your new address. One way is to set up a backup MX record, which will become the only one if you lose your primary connection.
