Downloading some files from HTTP shows page of junk

On many websites, when I try to click on a link to download, instead of seeing the download window I see a new http page of gibberish(I'm guessing it's actually showing the encoded download file itself).

This only started happening when I reinstalled ISA server 2004(I had to switch it to a new faster machine).

The server is:
Windows 2003 R2
ISA Server 2004 SP2
McAfee SecurityShield 1.0, Patch 4.

Any ideas? It's a big pain in the neck.

It can be connected with HTTP filter. Please look at the rule allowing you to go to sites through HTTP and try to look over the HTTP filter configuration.
