It has to do with a thing called Unicode - for getting the proper letters used in different languages - like a "u" with 2 little dots above it in some nordic type languages. That's the difference between Xpress and Passport. Quark has said that version 7, whenever that ships, of plain Xpress will support this.
Just download the Xpress trial from Quark - to compare with ID. Unless, you and your users are longtime Quark users, you'll probably pick Indesign anyway becasue it's simply a better, more stable, less troublesome, more feature packed app that supports Unicode now.
