Download Complete?

I am building a site where we are selling a program online. The user has the choice of downloading it or having the cd sent to them. My question is beings the user can only download the program once, how do I check to see that the download has been completed?? If anyone can help me on this, I would greatly appreciate it!!

Probably not possible. Perhaps an ActiveX component such as

http://activefile.com/activefile/

has this capability.

Why would you only allow the user to download the program once? This might seem like a silly question, but once the user has downloaded (or recieved the CD) they are quite capable of copying the software any number of times without having to re-download it. And if by chance they happen to lose their copy, they would want to be able to re-download it without having to jump through too many hoops, or create extra work for your customer service team.
