Hi, I have a customer that has R8's installed in 4 sites and they want to add another site (all tied together via scn) They do not want to upgrade the other R8's. Is it ok to downgrade a new R10 to R8?

Sure, but load the licenses and make at least one call to lock the chassis on R10, then recreate the SD card on 8.x to program an put on their network. When the day comes to upgrade, at least this one won't need an upgrade license

Judy in case you have licenses ordered as R10 PLDS then they will not convert to anything lower than R10.
You would need to have ADI licenses to make it work.

They will work on R9.1 as well but not on earlier releases.

I tried it on a new R10 install with R10 PLDS licenses and once I downgraded to 9.1 the were no license.

I uploaded R10 PLDS file into 9.1 Server Edition and it was valid... Perhaps you have had to upload the license again?

maybe it works on SE.
I think I will try that with the next SE (once we install R10 :) )

What is the difference between plds and adi licenses?

I go to a bunch of test licenses (PLDS and ADI 9.1, PLDS 10.0) from Avaya to test upgrade scenarios.

Installed R9.1.9 Server Edition with Expansion System both virtualized.
Uploaded PLDS 9.1, removed it again (systems became unlicensed) and uploaded R10 license. System showed itself as 9.1 licensed and all licenses have been valid.
After upgrading primary server to 10.0 and checked that all licenses are still valid and the expansion system still on R9.1 can obtain the needed licenses from primary server. All went well.

Did it similar with 9.1 ADI licenses. After uploading R10 licenses onto the 9.1 ADI licensed system it used the PLDS licenses without issues and the still existing ADI licenses became obsolet. So no problems with licenses here as well.

As stated earlier systems older than 9.1 can not be upgraded without losing a licensed state because those systems will not accept the PLDS licenses.
