Dos utilities in Spanish!?!!!

Hello,

I have a puzzling problem. I have noticed that some network dos utiltiies (ex filer, flag) have Spanish menus when you run them. Does anyone know how to set these utilities back to English. thanks in advance for your help.

Neither filer.exe nor flag.exe are native utilities for XP.
