Dos drivers confusion

In Windows, you don't need drivers for CD-ROM drives, because the BIOS has all the system needs to communicate with most CD-ROM drives. So why, then, on that same computer with that same BIOS, do you need CD-ROM drivers if you boot to a Command Prompt Only from the boot menu, or if you boot from a win98 boot disk, for instance.

Because the drivers for your CD-Rom are in the Windows\Command directory, which loads command.com at Windows startup but not in DOS...

How do I tell you nicely that the first part of your statement is wrong?

What makes you think that the BIOS is the driving force of CD-ROMs in Windows?

What makes me think that is that when I go to the properties of the drive, then to the Drivers tab, it says, "No drivers are needed or have been loaded for this device". If no drivers are loaded, then what is driving it? Thanks for your help.
 
Because the required machine code to access them is built into the windows.

If you would do a bootlog and examine it I think you will find the drivers are there. But please check it because that is just speculation on my part.
