Well, Data Validation is probably the simplest way to do that. But you could also drop a Combo Box on the worksheet using the Control Toolbox toolbar. You would need to set a few properties for it to work the way you want. In particular, look at ListFillRange and LinkedCell.
You should look up Combo Box in the help file.
