Domain wide Hosts file, not running proxy server though

Is there any way of using a hosts file on Windows Server 2003 that will apply it to all domain users? This used to work for me under NT when running a proxy, but the my new server is not a proxy. I'm guessing using hosts in the way only works on a proxy server? (Obviously the alternative is to place the hosts file on each pc, which would be a little tedious).

Or you could setup a login script that copies a hosts file from a network share to each local machine when a user logs onto the domain. Then there's no tedium to be had.
