Domain User cannot change Networking Properties

How do I grant a Domain User the rights to change his network settings on his local machine? Any user that logs into our domain cannot change his networking settings.
 
add his name to the local administrators group
I have not failed, I just found 10000 ways that don't work

So you are saying I should grant every user in our network Administrative rights? That would not be a good idea!!
 
My sincerest apologies about that last post. I wasn't paying attention to your wording. LOCAL being the key word there!!
