Does database size = priv1.edb+priv1.stm?

Hi, if running exchange 2000 (not enterprise), with only one mail store, is the 16gb limit the maximum size of the priv1.edb file? OR is it the combined sizes of priv1.edb and priv1.stm?

And what about public folders?
