I have a quick question: Does adding title attributes help google ranking?

Highly likely - Title is also a required element for the document to validate.

Sorry - misread your question as Title element. Seeing your other post clarifies this question. In general search engines are case insensitive.

The title ELEMENT is extremely important.

Title ATTRIBUTES less so. They won't get alot of weight but they may help a little.
I doubt very much whether you would see a great deal of difference with or without them.

Again, the best advice is to consider whether having them is better for your users.

I can say categorically that as recent as 3 days ago (last time I searched for a test page I have up) that title attributes are not used for any purpose by any search engine.

important for accessibilty though.
