Title ATTRIBUTES less so. They won't get alot of weight but they may help a little.
I doubt very much whether you would see a great deal of difference with or without them.
Again, the best advice is to consider whether having them is better for your users.
I can say categorically that as recent as 3 days ago (last time I searched for a test page I have up) that title attributes are not used for any purpose by any search engine.
